13.6 percent power tariff raise from new year - RECORDER REPORT


ISLAMABAD (December 22 2009): The government has decided to raise power tariff by 13.6 percent from January 1, 2010, under the agreement of International Monetary Fund (IMF). Secretary Water and Power, Shahid Rafi was quoted as saying that power tariffs were to be raised by 12 percent while 1.6 percent hike, withdrawn last time, has also been included in the new rates.

The new tariff will also be applicable on consumers using less then 100 units a month. Sources told Business Recorder that as per the plan agreed with the Asian Development Bank (ADB) and the World Bank, the government would increase power tariff by 12 percent and an additional 1.6 percent on account of fuel adjustment pending since November.

The government will pass on the rising impact of furnace oil prices on to the consumers in addition to accumulated 24 percent hike in power tariff committed in the plan agreed with the ADB and the World Bank to clear Rs 122 billion backlog of tariff differential in financial year 2009-10. Under the agreement, the government raised tariff by six percent in October to be followed by 12 percent from January 1, 2010 and six percent from April 1, 2010.

Sources said that Rs 55 billion volume of subsidy in July-September 2009 was for political reasons. It, however, proposed to provide 100 mmcfd gas to power plants in an effort to reduce furnace oil consumption by power plants so as to produce cheaper electricity and thereby minimise the tariff raise.

However, with the onset of winter, the country is facing a gas shortage while furnace oil prices are rising. "If the current trend in furnace oil prices continues, the government will have to pass on accumulated 40 percent power tariff hike to the consumers during the current financial year," sources said. The price of furnace oil stood at 437.85 dollars per ton in October; by November the price had risen to 450.23 per ton. In December, the price is 479.86 dollars per ton and is expected to rise further in the coming months.

The issue of circular debt is another problem facing the power sector. The government appeared to be unable to control the rise in the inter-corporate circular debt, which had accumulated to Rs 423 billion by the end of September against Rs 401 billion in August 2009. In the second LoI, submitted to the International Monetary Fund (IMF) on March 16, 2009, the government of Pakistan had submitted a plan to eliminate the inter-corporate debt in the energy sector.

As a first step, Pakistan Electric Power Company (Pepco) issued government-guaranteed term financing certificates (TFCs) to settle amounts it owed to banks and suppliers. The government said that in collaboration with the World Bank, it had finalised a schedule for electricity tariff adjustments to eliminate tariff differential subsidies by the end of June 2009. Agricultural consumers would also not be exempted from the raise.
